The imbalance of socioeconomic power becomes evident in online learning activities involving international partners who lack privileges, limiting their influence in academic and professional digital interactions. Virtual Exchange (VE) participants from institutions in the Global South often find themselves at a disadvantage when engaging with institutions from the Global North. During these interactions, the Global North has the potential to either create space and opportunities for universal socioeconomic influence or perpetuate resource hoarding and socioeconomic domination, thus perpetuating a cycle of oppression in the Global South. This analysis explores the concepts of Digital Colonization (DC), the myth of technological neutrality, and potential strategies for fostering equitable Collaborative Online International Learning (COIL) opportunities. The examination aligns with the pursuit of the United Nations’ Sustainable Development Goals (UN SDGs). The text further illustrates examples of equitable practices to demonstrate how COIL instructors can establish a cross-cultural balance in the digital accessibility of COIL activities. Culturally informed digital accessibility of global learning opportunities emerges as a crucial tool to counteract imperialist practices that often thrive in Virtual Exchange environments.

摘要
