Model-like formulations of the objectives and process steps can be of use for the creation of IL&SP systems. The range of effectivity of procedure of the planning actors is to be explained to the latter. In order to prevent overestimations of “planning reliability” it has to be emphasized that only the general basics of the IL&SP systems can be described by means of models. Only the non-identity of agglomerations, productivity centers (“magnets”, poles), alpha, beta and gamma cities, top clusters and high-tech regions requires the elaboration of specific IL&SP systematics which are referred to the diversity of the corresponding situation and perspective.
