In this chapter shows how the development of productivity enabled clusters to become successful IL&SP systems. Only the right and specific combination between core and field produces centers of productivity. The understanding of economic circles, the creation of specific environmental conditions, the stimulation of technology networks, the combination between science and production/manufacturing, infrastructure corridors over long distances and sometimes special economic zones creates the fruitful atmosphere.
