Personnel Selection for Software Projects Under Z-Information

Personnel selection for software projects is about finding people who are ready to work in conditions of extreme uncertainty. Therefore, the extreme uncertainty in the selection of personnel must be mitigated primarily through a well-coordinated team, high transparency, wise leaders, and the creation of strong conditions for development. Based on fuzzy cognitive modeling, a methodology for the formation of a team for the implementation of software projects has been constructed, which is composed of two phases. At the beginning phase, with the help of test technologies, the competencies of applicants are assessed, at the second stage, the optimal options for distributing project tasks between performers are determined. However, the evaluation procedure has specific features, the main of which are incompleteness, subjectivity and uncertainty of information, where subjectivity is associated with the personal preferences of experts, and uncertainty is manifested in inaccurate formulations of requirements that can be interpreted in a very wide range; multicriteria of the task, associated with the need take into consideration a large number of particular indicators; the presence of both numerical and categorical indicators that must be taken into consideration when solving the problem of assessing the degree of competence, the inability of applying classical optimization techniques. The goal of this article is to support decision-making procedures in the selection of personnel for software projects using the method of decision analysis under Z-information.
