Development of a Method for Evaluating the Feasibility of Projects of Creating Information Management Systems Using Genetic Algorithm

In modern times, it is impossible to solve management problems without using information management systems (IMS). Information management systems of industrial facilities are created to increase production output, labor productivity, and profit by using mathematical methods and modern computer technologies to make management decisions and control their execution. The point is that the executors in most cases do not have complete information about the project that is not numerical (interval, fuzzy) and therefore they are not able to accurately assess the possibility of its implementation and, first of all, the time of its implementation. At the same time, the lack of awareness of the executors is often accompanied by constant changes in requirements, deadlines and the amount of resources allocated to the project. These situations, as well as the risks and consequences associated with them, naturally lead to inevitable errors in project planning, so preliminary assessments of its technical and economic justification lose their relevance. In order to overcome these shortcomings, a method for evaluating the feasibility of information management system (IMS) creation projects using genetic algorithm was developed. Thus, this method is based on the evaluation of the generalized utility characterizing the feasibility of each developed project alternative and finding the expected cost vector for each project development alternative. Also, this method allows to select the most suitable alternative that can be implemented to create an IMS, even if the values of specific criteria for project alternatives intersect.
