Assessment of Water Use Quota in the Yellow River Basin and the Ways to Make up the Shortage

With the change of the concept of water control, the intensive utilization of water resources in the Yellow River puts forward higher requirements for the research and innovation of quota management. As an important link of quota management, water quota evaluation is of great significance to guide the formulation, revision and implementation of water quota in provinces and districts. The water quota evaluation of the Ministry of Water Resources has lasted for 7 years, and two rounds of evaluation have been completed in the relevant provinces and districts of the Yellow River Basin. In order to implement the outline of ecological protection and high quality development plan of the Yellow River Basin, the quota evaluation in the next stage is guided. By combing the relevant policies of water quota evaluation, this paper systematically summarizes the results of quota evaluation in six provinces and districts of the Yellow River Basin in the past six years, clarifies the existing problems, and puts forward the ways to evaluate the short board of water quota evaluation from the point of view of intensive utilization of water resources in the Yellow River Basin, It includes: establishing technical standard of water quota evaluation, constructing index system of water quota evaluation, innovating comprehensive evaluation method, establishing evaluation mechanism of water quota implementation in Yellow River basin, quantifying evaluation conclusion, optimizing quota evaluation system, laying the foundation for improving the accuracy of evaluation conclusion and decision.
