Introduction

The book interrogates the impact of gender quotas on women’s representation in African politics beyond numbers in order to underscore its relevance for protecting women’s interests. I explore the current state of women’s representation in politics, the adoption of gender quotas in different African countries, the value of quotas beyond numbers, and whether quotas can be a means to foster the qualitative representation of African women. The book also examines the limitations that can hinder the potential of quotas to increase women’s representation in politics and protect women’s interests with corresponding suggestions on how we can improve the political representation of African women. In addressing these issues, I argue that quotas are an important instrument for ensuring both the quantitative and qualitative representation of women in African politics. However, there has been too much focus on the numerical effect of quotas which creates an ignorance on the potential benefit that quotas can have for ensuring the substantive representation of women. I argue that countries that adopt gender quotas use it only as far as increasing women’s numerical participation in politics rather than how quotas can help ensure the protection and representation of women’s interests. I note that rather than see the numbers that quotas create as an end in themselves, they should be seen as a means to an end. The myopic use of quotas in African politics has yielded half-baked results for women’s representation, while some countries are seeing increase in the number of women participating in politics, there is no correlative gain for the general women populace.
