Timely and effective translation of economic policies into legal language can easily and decisively transform political goals into the reality of binding legal norms, while transforming economic decisions into laws, general laws, regulations and initiatives that regulate society and the economy. Political behavior makes rights and obligations clear and unambiguous in accordance with the political goals themselves, establishes choices that serve the operational level in specific legal norms, and provides citizens with options for analysis, investigation, and decision-making. Modern law and economics build on this interdependence, establishing that legal rules are at the core of economic behavior and that law is therefore a fundamental tool for achieving economic (and initially social) goals. Good legal language translation can help achieve real, concrete progress, while failure can violate the rule of law and undermine investment confidence. While modern economic policies have created some confusion and duplicity in the roles of different law enforcement agencies, a clearer distinction between these roles was necessary from the outset. Lawyers and economists must address the various challenges of translating economic policy measures into legal language in an interdisciplinary manner. Policymakers, legislators, judges, and the public must work together across disciplines to better implement economic policy. Given the growing importance of international trade, the challenges and opportunities of transnational enforcement require greater attention for academic and practical research.
