This study aims to bring attention to the significance of using electronic methods to express one’s willingness and the legitimacy of doing so in the realm of electronic administrative contracts. The expression of one’s willingness does not adhere to a particular format, allowing the contracting parties the freedom to choose their preferred means as long as it accurately represents their willingness. The study is organized into two major sections. The initial section delves into the concept of consensus in electronic administrative contracts, exploring the essence of making an offer and accepting it, as well as considering when and where these contracts are finalized. The second topic delves into the realm of expressing and documenting one’s willingness in electronic administrative contracts. It encompasses thoughtful discussions on the various ways through which one can express their willingness and the legitimacy associated with them. Additionally, it sheds light on the crucial aspect of documenting one’s willingness in electronic administrative contracts. After a thorough analysis, it is concluded that electronic offer and acceptance do not deviate significantly from traditional methods, except for the mode employed to articulate one’s desires. As a result, it is recommended to expedite the issuance of licenses for electronic authentication entities and streamline the procedures involved in order to enhance the efficiency of electronic contracting processes.
