Supporting Cities to Decarbonize with DLT and Data-Driven GHG Accounting Solutions: The Case of Green Innovation in Construction, GBS, Bulgaria

This chapter documents many global issues and solutions associated with GHG accounting for which the authors advocated on behalf of the UNFCCC/UGIH LCA and Consumption-based GHG Emission Working Group. It also proposes a global application of the framework and methodology described in previous chapters in terms of concept note. Global city partnerships will help to achieve the goals of LCA and consumption-based GHG accounting approach to cities. In 2024, UNFCCC/UGIH has recommended to explore options for establishing an Ad hoc Working Group (AWG) under the UGIH that will work on the consumption-based approach to GHG accounting as an innovation project, within the participation of cities. The chapter describes a project proposal as the case study series to globally test the operation of the framework and methodology of LCA and consumption-based GHG accounting which have been discussed in previous chapters. The case study series include: This chapter is divided into six sections. The first section contains a general introduction concerning the recent evolution of UGIH to promote climate innovation projects within SDGs and Paris Agreement goals. Section 10.2 discusses the proposal agenda for LCA and consumption-based GHG emission accounting based on the LoI to establish a global cooperation including the development of GHG accounting system to track emissions of cities as part of the city pathway towards climate neutrality, thereby contributing to the implementation of the Paris agreement at the city level. Section 10.3 provides for the combined procedure for LCA and consumption-based GHG accounting for carbon neutrality and crediting scheme, focusing on its compatibility with previous approaches. Section 10.4 pays attention to global city participation in the latest proposals provided for LCA and consumption-based approach to cities as an innovative accounting mechanism for greenhouse gases. Section 10.5 addresses an examples of concept note for specific case studies on accounting of emissions across value chains from production, transport and consumption for construction and demolition waste (CDW) management. Section 10.6 contains institutionalization and formalization for practical implementation of the proposed global demonstration test projects that may translate their results to future climate innovations.
