Innovation Policy and National Innovation Systems
摘要
A nation is a sum total of people, their needs, their language, culture, values and aspirations, living within an area they each consider home. Ultimately, innovation has to operate and be delivered at the level of a nation, hence the inter-related functions that enable the process of innovation have to be fit-for-purpose and effective. This chapter considers the role of transformative innovation in the face of the resilience of civilisations, and reviews the importance of priorities, the role of proxies, paradoxes and policy within national innovation systems. The complexity of such systems and how rethinking key aspects of education, financing, research and the role of key players, as well as the development of a national strategy necessary to deliver innovation more effectively, are all highlighted.
