Recognising CivicTech Emergence in Africa’s Digital Governance Evolution

In an age where digital transformation, population shifts, and political dynamics in Africa are reshaping citizen–state relations, this chapter offers analysis framing civic tech in Africa historically, conceptually, and comparatively through a review of the civic tech databases of the Civic Tech Innovation Network (CTIN) which actively tracks civic tech initiatives on the continent. These are used to review the emergence of civic tech in Africa, as well as its meanings, practices, and challenges. The authors notice the under-theorisation of African civic tech, which affects the possibility of robust policy analysis of the field’s relative role(s), impacts, and sustainability in relation to Africa’s development needs, conditions, and priorities. This chapter explores civic tech’s emergence as an alternative technological and democratic form in Africa’s usual top-down governance systems, seeking to recognise its presence, manifestations, and potential implications for the future of Africa’s development and governance. It is proposed that more systematic research about African civic tech is needed—in parallel with its organic emergence—to substantiate hopes and claims about its potential to transform African development and governance.
