The Digital Silk Road: Implications for Africa’s Digital Governance and Transformation

The modern era is witnessing a rapid increase in digital development and the importance of digital governance due to the widespread use of information technology. Understanding and improving initiatives in this area is crucial, especially for African public policy systems that have historically been seen as ineffective. This chapter specifically focuses on how China’s Digital Silk Road (DSR) initiative influences the development of Africa’s digital governance structures. It explores the key pillars of the DSR, including infrastructure development, digital connectivity, e-commerce, and digital skills enhancement, and how these pillars can be leveraged to improve the capacity of African governments. The DSR initiative, with its significant investments in Africa’s digital infrastructure, plays a key role in financing and building digital networks in Africa, which may either exacerbate dependency on external actors or offer African countries an opportunity to reduce dependence on traditional Western sources of technology and finance. The initiative also investigates how these elements can strengthen African governments’ digitalisation processes. The chapter shows that this initiative has much potential to drive innovation, facilitate cross-border trade, promote regional integration, and encourage entrepreneurship in Africa, fostering a sense of unity and collaboration. This essay aims to improve understanding of the implications of the DSR for Africa’s socio-economic development and to provide practical insights for policymakers, stakeholders, and international partners involved in shaping Africa’s digital future.
