Digital Governance in Ghana: Exploring the Prospects and Constraints

Digital governance in Ghana is deepening, with more and more public sector agencies adopting digital governance structures. This is crucial for the digitalisation agenda and supports digital leadership, accountability, transparency, and effective decision-making. While digital governance is still in its early stages in Ghana, the push for digitalisation has gained recognition, focusing on e-government and the use of digitisation and digitalisation to provide public services. Ghana started its digital governance strategy a few years ago and is set to benefit from the fourth industrial revolution, with an estimated market value of US $130 billion by 2030. Digitalisation helps build technology-driven societies where governments use technology to enhance accountability, transparency, inclusivity, and quality service delivery to citizens. Despite the potential opportunities in digital governance in Ghana, there are challenges, including the potential threats of data abuses and breaches, cyber-attacks, and increasing incidents of fraud. This chapter explores the possibilities and constraints that could hinder the advancement of digital governance in Ghana and offers policy implications for the country. It aims to contribute to the growing literature on digital governance and provide valuable information to stakeholders in creating and sustaining a successful digital governance system in Ghana.
