In 1929, Ramsey in the paper “Probability and partial belief” wrote (Ramsey in The foundations of mathematics and other logical essays. Harcourt, Brace and Company, New York, pp. 256–257, 1931 [20]): A probability theory is a set of numbers associated with pairs of propositions obeying the calculus of probabilities. The interest of such a set comes from the possibility of acting on it consistently. Of course, the mathematician is only concerned with the form of probability; it is quite true that he only deals in certainties. And it was true during the whole twentieth century. But nowadays, a century after Ramsey, mathematicians deal in uncertainties and develop certain methods for handling inconsistent events and imperfect data.
