Spending Reviews in Italy: Models and Experiences

摘要

This chapter provides an analysis of the main features of the spending reviews in Italy. After a concise overview of the objectives, approaches, and actors that characterize the various experiences of the spending reviews across countries and time, we briefly outline some theoretical considerations on the public decision-making process which are relevant from the control of public expenditure perspective. Then we briefly review the history of the spending review in Italy, since the 1980s to the recent changes introduced within the NRRP framework, discussing the major economic and political issues that have generally affected the implementation of the spending review and its poor results. Finally, some concluding remarks are offered, addressing the new challenges of the process.
