Never-Ending Transition: Energy Justice-Development Nexus in the Western Balkans

摘要

The chapter aims to examine the applicability of energy justice and its principles to the Western Balkans context. The notion of transition is not unknown in the Western Balkans and dates back to the late 1990s and the beginning of the 2000s. A perception of never-ending transition persists in the eyes of citizens in the region, while countries are struggling to catch up with the EU level of development. The concept of energy justice is slowly entering the public discourse in the Western Balkans, which is evident from the recent initiatives under the auspices of the Energy Community. Integrating the energy justice principles into existing policies should help achieve development goals and foster ongoing transition.
