Regulatory Framework for Power-to-Gas Technology from a Procedural Energy Justice Perspective—Example of Polish Legislative Proposal

The chapter presents conclusions regarding the regulatory framework for an independent service of transferring the energy content of electrons to molecules, while using Power-to-Gas technologies (P2G) for a fee presented in a legislative proposal submitted by the Minister of Climate and Environment of the Republic of Poland (pl. Projekt ustawy o zmianie ustawy—Prawo energetyczne oraz niektórych innych ustaw [UD382], the Bill). The chapter aims to answer two research questions: ‘Does the regulatory framework for the commercial use of P2G to transfer of the energy content of electrons to molecules presented in the Bill prevent creating a vertically integrated undertakings which could neglect energy market stakeholders, including energy consumers?’ and ‘Does the regulatory framework for the commercial use of P2G to transfer the energy content of electrons to molecules presented in the Bill ensure society’s participation in the unfolding of P2G?’.
