This study aimed to explore the role of strategic planning in crisis management from the perspective of employees in the Bethlehem Municipality. It aimed to identify whether there are differences in the role of strategic planning in crisis management based on demographic variables such as gender, educational qualification, job title, and years of experience. To address the research questions and test its hypotheses, the researcher adopted a descriptive-analytical approach and used a questionnaire to collect data and information. The questionnaire consisted of 26 items, and the study sample comprised 29 male and female employees selected through stratified random sampling. The researcher ensured the validity and reliability of the instrument, and after collecting the data, the statistical package for social sciences (SPSS) was used for data analysis. The study yielded the following results: The employees’ opinions were generally neutral regarding the contributions provided by the municipality in developing a strategic plan. The most prominent contributions or roles identified were conducting regular environmental scanning of the municipality’s external work environment to identify crisis indicators, followed by regular scanning of the internal environment to identify crisis indicators. There were no statistically significant differences at the (α ≤ 0.05) level in the employees’ opinions regarding the role of strategic planning in crisis management in Bethlehem Municipality based on gender. There was clear convergence in the mean values across different variables, including gender, educational qualification, job title, and years of experience. The study recommended a set of recommendations and proposals, including the necessity of providing a competent team at the national level to guide government institutions in strategic planning for crisis management. Additionally, conducting scientific research on strategic planning for the development of goals in government institutions was deemed essential, as this topic has not been extensively addressed in previous studies.
