Effects of the European Council Environment

The environment of the European Council has three main effects on individual leaders and their decision-making. Socialisation towards cooperation means that deliberations represent the basis of solution-making. Compromise-making effect ensures that each leader makes a concession so that the final solution would be acceptable to all. The Europeanisation effect means that the leaders would be encouraged to negotiate with wider than their own interest in mind, adopting a European solution, which is often of supranational character.
