Events during the last decade culminating with Russia’s illegal invasion of Ukraine have underscored the salience of uncertainty in determining the future shape of the world order. In this context, international actors such as the European Union or its eastern neighbours have been forced to rethink and redesign their strategies for enhancing their resilience. The aim of the chapter is threefold. First, it provides a conceptual framework for evaluating the way international actors are affected by the rise of uncertainty in the world order, together with the way they seek to adapt to it. Second, the chapter applied this framework to the case of two of the EU eastern neighbours, namely Moldova and Georgia. Another aim will be to evaluate the way the ability of the EU to support its eastern neighbours in enhancing their resilience has been affected by the growing uncertainty in the world order.
