This chapter argues that the emperor himself saw the necessity to bring his crownlands closer to international economic, cultural and social standards. To improve also his own legitimacy, he incorporated visions of modernity compatible with the state’s policies into his concept of loyalty. The chapter focuses on the applications for ennoblement submitted during the reign of Emperor Franz Joseph I (1848–1916) and asks how state institutions defined and negotiated expressions of modernity, and in which contexts they were regarded as 'loyal' and 'noble'. It discusses in what sense the monarch promoted the modernization of his empire with his exclusive right to bestow decorations and which impact this symbolic policy had on modern policy fields such as infrastructure or medicine.
