Reagan is largely attributed with ushering neoliberal rhetoric into American politics. Neoliberal language is a break from progressive liberalism, and this allows for a possible new tension and new discourse. Bush Sr. will be the test of this. His compassionate conservatism shares much with progressive liberalism, which is the beginning of the heterodox.
