In today’s healthcare landscape, the demand for exchanging healthcare data across borders is escalating, but it comes with significant challenges such as privacy and regulatory compliance. The integration of Self-Sovereign Identity (SSI) with blockchain technology emerges as a promising solution. This research evaluates the significance of the SSI-Blockchain Digital Identity framework in overseeing cross-border healthcare records and investigates its integration with the General Data Protection Regulation (GDPR) and Health Level Seven (HL7) Fast Healthcare Interoperability Resources (FHIR) standards. It provides an examination of the proposed framework, focusing on its attribute to target the privacy, security, interoperability, societal acceptance challenges. The results suggests that the integration the SSI-Blockchain framework with GDPR and HL7 FHIR standards significantly addresses issues related to data protection, privacy, interoperability, and regulatory adherence in cross-border patient health record management. Security evaluation identifies potential weaknesses in credential issuance and verification processes, leading to suggestions for strengthening encryption and authentication mechanisms to safeguard patient data.
