Strategic Priorities for the Agribusiness Transformation in the Context of Territorial Differentiation of the Negative Impact Climate Change in the Southern Regions of Russia

The global challenges aggravation and decarbonization strategies adoption by trading partners have a significant impact on the global agricultural export market, which requires Russian agribusiness to take early measures and actions to mitigate the anthropogenic impact on the environment, and select strategic priorities for its further development taking into account target the 2030 Agenda, the Paris Agreement and national climate strategic planning documents. The study purpose is to analyze the two-way relationship between climate change and agricultural business practices, determine strategic directions for its transformation and adaptation in the territorial differentiation conditions of the climate change negative impact in the southern regions of Russia. The study was based on a systematic approach to the sustainable development concept, legislative and regulatory strategic planning documents in the climate field, and on the agribusiness representatives expert survey results. According to a survey, a high degree of climate change negative impact on agricultural production was identified. Moreover, agribusiness weak interest for the climate optimized economic practices transition and reducing the burden on the environment through technological production re-equipment and the innovative technologies introduction to reduce greenhouse gases emission and their absorption growth. Priorities for the agribusiness transformation in various agroclimatic zones should be associated with the territorially oriented development measures for climatic adaptation and mitigation anthropogenic impacts on the environment, including technological modernization, and innovative ecological technologies implementation. The most important components in strategy developing and measures planning should be assessing vulnerability to the climate change adverse effects and the losses risks, obtaining benefits, determining the costs and economic efficiency of appropriate measures.
