Improving the Effectiveness of Targeted Support for Rural Areas in the Regional Development System of the Krasnodar Territory

The sustainable development of regions in Russian Federation requires targeted support for rural areas in order to ensure agricultural production and food security of the country. The analysis of socio-economic indicators of rural development shows the presence of problems, such as a steady decline in population and insufficient social infrastructure. Moreover, the gross regional domestic product may be increased by promoting the economic development of rural areas, in particular, facilitating the agricultural sector operation and the social development of villages. The purpose of the study is to substantiate the directions for increasing the support effectiveness for the Krasnodar Territory rural areas in the regional development system. Based on the assessment of the real significance of the rural areas in studied region, we found that the main development factor constitutes the tools for implementing import substitution policy with regular support for small business entities. In addition, there is a need to provide rural workers with modern social infrastructure to ensure a high quality and standard of living for the rural population. The increasing demands of rural residents on the socio-economic situation requires extending support tools for rural entrepreneurs. Based on the identified factors, the rural development program of the Krasnodar Territory may be revised.
