Methodology for Assessing Investment Effectiveness in the Restoration and Development of the Russian Breeding and Seed Production System

This study aims to develop a methodology for evaluating the investment effectiveness in revitalizing and advancing the Russian agricultural crop breeding and seed production system, particularly for crops currently facing a significant shortage of seed material among Russian producers. To achieve this, the research employs a combination of systemic-structural, monographic, abstract-logical, calculative-constructive, and statistical-economic analyses, along with a dynamic evaluation of investment efficiency. An economic assessment was conducted on the use of seeds from various breeds in Russian agriculture, focusing on key agricultural crops. This assessment revealed that the supply of domestic breed seeds for sugar beets and vegetables poses the most substantial challenge for Russian agricultural producers. The study identifies and substantiates key strategies to address this issue. Furthermore, it introduces an innovative methodology for assessing the economic efficiency of investments in the Russian breeding and seed production system, taking into account the nuances of estimating the expected economic impact from the creation and utilization of new varieties and hybrids by breeders, industrial seed producers, and commercial agriculturists. It proposes a framework for an information support system to facilitate the practical implementation of the developed methodology, which includes normative-legal, technological, market, and analytical components. The study suggests incorporating simulation modeling techniques to account for the potential variability in initial data values and the associated risks of implementing investment projects in this area.
