The New Energy and Industrial Technology Development Organization (NEDO), one of Japan's largest public R&D management organizations, plans, designs, and manages many national R&D projects. Various actors from industry, academia, and government collaborate on NEDO projects. Moreover, NEDO projects are fostered through a mixture of collaboration and competition. NEDO has strengthened management by appointing an external expert as project leaders (PLs) to lead R&D. While PLs are thought to play an important role in R&D projects, their impact is not fully understood. In this study, we categorized 417 NEDO projects according to whether or not they had a PL. Then, we analyzed the evaluation results of each study using quantitative and text analyses. We also interviewed PLs and other relevant parties from 8 projects that were evaluated at the completion in 2022. These results are discussed.
