Model of Innovation-Based Economy Within the New Paradigm During the Relevant Economic Transformation

This research aims to present a new methodology for designing and managing state development programs (SDPs) based on the new paradigm and model of innovation-based development (IBD) with an integrated intelligent decision support system. This study uses the approaches of the modern theory of economic systems (MTES), information economy and its applied solutions for managing socio-economic systems, methods of mathematical modeling in economics, principles for developing the decision support systems and program-project management based on the comparative analysis of the documents related to the state planning system. The study results in proposing the approach to solve the system task of transforming the economy into an innovation-based one. As a result of the research, we present the main provisions that develop theoretical approaches to the management of state development programs, as well as the methodology for their designing and monitoring. We provided a rationale why the goals and criteria of state development programs management and their application should be formalized. In addition, we demonstrated that the growth trajectory of the national economy could be calculated on the basis of the innovation-based development paradigm proposed in the paper in the form of a three-directional vector, which allows us to use MTES and move to a four helix model of innovation-based development management.
