This paper investigates challenges in inter-agency IT operations within the German public sector, highlighting the complexities of managing information securely and ensuring data protection. In the face of ongoing digitalization, the study proposes best practices derived from initial experiences, emphasizing the benefits of staff exchange, learning from crisis situations, clear decision-making nodes, and open communication. The paper suggests a framework for cooperating authorities to efficiently handle in-house development software operations, aiming to enhance operational efficiency, quality, and public trust in the dynamic IT landscape of the public sector. The proposed practices offer valuable insights for future-oriented, digitalized collaborations between authorities, fostering shared infrastructure components and contributing to effective information technology cooperation. The aim of this paper is to show ways in which IT processes between co-operating authorities can be made faster and more efficient despite their rigid official structures.
