Electromobility in Bosnia and Herzegovina: A Review on Electric Vehicles Roadworthiness Testing

Electric vehicles are increasingly becoming part of traffic, promoting sustainable mobility, and reducing emissions. However, their specific nature requires a special approach during roadworthiness testing. This paper reviews key issues related to the roadworthiness testing of these vehicles in Bosnia and Herzegovina, analyzing aspects of legislation and technical expertise relevant to this area. In Bosnia and Herzegovina, the procedures related to the roadworthiness testing of electric vehicles have not been described in detail so far. Accordingly, this paper provides an insight into the currently valid legal regulations, reviewing how they affect the roadworthiness testing of electric vehicles. Throughout this paper, the roadworthiness testing technology is shown in a practical example of a passenger vehicle in accordance with the current legal regulations in Bosnia and Herzegovina. The roadworthiness testing is described in the example of a battery electric vehicle, eGolf. All stages of the testing are shown, from reception of the vehicle, identification, vehicle inspection with the use of the equipment, and providing the final evaluation of the vehicle roadworthiness testing. Components that are specific to electric vehicles and the way inspection personnel at the vehicle roadworthiness testing centers operate during their inspection are particularly highlighted. The paper is the basis for further research on this subject and the potential harmonization of legal regulations for the inspection of this type of vehicle.
