Institutions and Databases for Transparent Monitoring of the Real Estate Market in the Republic of Serbia and Bosnia and Herzegovina

The real estate market is directly related to the existence of up-to-date and transparent real estate registers, as well as other sources of data on the state of the real estate market. The existence of such systems promotes trust between stakeholders, leads to better resource management, and contributes to sustainable development. However, to establish such systems, it is necessary to apply standardized approaches, developed by international institutions and organizations, and ensure strong inter-institutional cooperation at the national level. Creating and maintaining real estate registers requires significant funding, which can be obtained from a country's budget or through credit arrangements at an international level. This research paper aims to answer the following questions: which institutions are involved and responsible for creating and managing the system; how much funding is required through credit lines; and how reporting on real estate market developments is carried out? The comparison between the Republic of Serbia and the Republic of Srpska (one of the two entities in Bosnia and Herzegovina), which have invested funds in creating a transparent system for monitoring the real estate market, will be used to seek answers.
