The articles included in this section do not add specific rights of the child. Rather, they provide guidance for states on the measures that they need to put in place in order to enable and promote the implementation of all the rights contained in the Convention:Article 1 provides the definition as to who is a child under the terms of the Convention asserting that all the rights in the Convention apply to every child up to their eighteenth birthday. It does not suggest a point when rights commence, allowing flexibility for states to determine if they begin with conception or with birth.
