The European Approach to Investment Screening: Leaders and Laggards

This chapter presents a tour d`horizon of the European policy on screening foreign direct investments. It examines what ideas influenced the EU screening regulation, and thereafter examines how these policies are “translated” into national policies by European states. The analysis examines Germany as an EU-member state and Norway as an EEA-member state with regard to their threat perception, how their national institutions and organizations, as well as diverging societal norms, influenced the development and configuration of their national screening regulations.
