Law and Policy Approaches for Climate Change Mitigation: Bangladesh Perspectives

Climate change is playing a crucial role in altering weather patterns. Hurricanes, tropical storms, floods, and extreme heatwaves are becoming more frequent and severe as evident from the result of climate change attribution. To make communities safer, mitigation helps to reduce the number of lives and properties that are lost. Moreover, efficient implementation of mitigation measures enables individuals to expedite their recovery from disasters. Having ratified the Paris Agreement in 2016, Bangladesh has become responsible for developing and implementing the legal framework to address environmental issues and formulating rules and policies to reduce greenhouse gas emissions. In this chapter, an attempt has been made to describe and explore different legal issues regarding climate change mitigation and the existing legal frameworks in Bangladesh. To this end, discussions have been made to focus on examining mitigation-related provisions within the International Climate Regime, within which various international frameworks, provisions, and agreements are critically analyzed to demonstrate the evolution of mitigation-related provisions and mechanisms worldwide. Moreover, an in-depth analysis has been made on the legal frameworks of Bangladesh, focusing on existing mitigation-related laws and policies. The analysis covers features, functions, theoretical and implementation opportunities, and challenges.
