Enhancing Climate Resilience in Bangladesh: A Closer Look at Capacity Building

摘要

Climate change is a pressing global concern, and Bangladesh is one of the world’s most vulnerable countries to its impact. This chapter explores capacity building as a crucial response to climatic uncertainties, focusing on strengthening institutional frameworks under the international climate regime enabling Bangladesh to combat climate change more effectively. It delves into the concept of “Capacity Building” within the United Nations Framework Convention on Climate Change (UNFCCC), tracing its inception and evolution through successive Conferences of the Parties (CoPs), and examines its treatment under the Paris Agreement and the Glasgow Climate Pact. The chapter highlights significant efforts within Bangladesh’s national laws and policies to incorporate capacity-building measures, enhancing the country’s resilience against climate change impacts. The chapter also identifies and discusses the obstacles Bangladesh faces in executing capacity-building strategies and suggests that cooperation between the public and private sectors is essential to enhance capacity and turn Bangladesh into a reasonably climate-resilient country.
