Spatial Planning and Natural Risks: Synergy for Sustainable Development

摘要

The article examines the importance of integrating spatial planning and natural disaster management to ensure sustainable development. Contemporary challenges such as climate change, urbanization, and environmental degradation demand new approaches to territorial planning. The concept of synergy between spatial planning and natural disaster risk reduction measures is proposed to more effectively protect populations and infrastructure from natural catastrophes. The research is based on an analysis of best practices in risk management and urban planning, as well as successful integration examples from various countries. Special attention is given to Ukrainian experience in developing and implementing comprehensive community plans, considering local conditions and needs. Key challenges, strategies, and approaches to achieving sustainable development through enhanced spatial planning are highlighted. It is noted that Ukraine has come a long way in creating the necessary prerequisites for introducing a new spatial planning system, thanks to successful local self-government and territorial reform, legislative improvements, the creation of amalgamated territorial communities, and active collaboration with international organizations. This has enabled the development and implementation of comprehensive territorial development plans. The article’s authors discuss the procedure of Strategic Environmental Assessment of urban documentation, which includes a comprehensive development plan of the territorial community, a master plan of the settlement, and detailed area plans, ensuring coordinated use of natural resource potential, including measures to prevent conflicts and improve environmental quality, particularly the preservation of cultural heritage and ensuring sustainable community development. The study addresses legal and regulatory issues related to spatial planning in the context of natural risks, highlighting key challenges, strategies, and approaches to achieving sustainable development through enhanced spatial planning. In conclusion, it emphasizes that integrating spatial planning with disaster risk management is a key element of sustainable development, contributing to community resilience and population safety.
