Leadership and Governance of Public Health Informatics
摘要
Public health informatics is implemented within a governmental environment, wherein it is crucial to address to the legislative, regulatory, and public occurrences in a transparent and accountable way. Along this, establishing a robust governance structure is important to define the specific roles and responsibilities of all stakeholders within the digital health ecosystem. This ensures adherence to laws, regulations, and standards, and promotes efficient coordination and decision-making processes for the optimal utilization of health information systems. Health information exchange (HIE) refers to the electronic exchange of health information among various healthcare organizations. When engaging in the exchange of health information, it is vital to prioritize the security, confidentiality, and privacy of the data. The capability of health information systems to collaborate within and between organizational boundaries is commonly referred to as interoperability. In developing countries, the absence of interoperability and integration among different health systems presents a significant barrier to realizing the potential advantages of digital health. Health information standards play a critical role in various aspects of healthcare, including data storage and analysis, data security and confidentiality, data exchange, and utilizing data for informed decision-making. In this ever-evolving landscape, healthcare information systems managers need to closely monitor legal advancements and be ready to adapt policies and procedures accordingly. This is especially important when it comes to complying with changing national and international standards of care, particularly concerning health information standards. In the realm of public health informatics, health program managers frequently employ monitoring and evaluation to enhance the effectiveness of their plans, initiatives, and other endeavors. Besides, to facilitate evaluation, it is essential to have a reliable monitoring system in place. The focus of the public health community on illness and injury surveillance, communities rather than individuals, prevention, and longitudinal analysis create special opportunities for research, assessment, and best practices. Through research in public health informatics, new ideas undergo thorough examination prior to implementation, and it aids in establishing priorities for the efficient allocation of resources, particularly in developing countries.
