Diagnostics of Investment Attractiveness of Rural Economy Based on Value-Oriented (or Customer-Oriented) Approach

The research focuses on developing and testing methodological tools for express diagnostics of investment attractiveness of rural territories. The research aims (1) to establish key criteria, indicators, factors, and conditions that predetermine the level of investment attractiveness of rural areas; (2) to assess the level of investment attractiveness of individual territories; (3) to identify further tasks to improve the methodology and measures of state impact on the level of attractiveness of territories. For this research, the authors applied economic analysis, statistics, surveys, and observations, as well as abstract-logical and calculative-constructive methods. The authors determined the use value of the results of investment activity using the ratio of income and expenses of the investor, which is clearly and knowingly lost in the absence of objective and attractive information about the conditions of investment activity in a particular territory, as well as the necessary engineering, social, and market infrastructure required for implementing specific investment projects. Rural territories of the Udmurtian Republic are generally characterized by a low level of investment attractiveness. Opportunities to increase investment attractiveness are related to the formation of attractive portfolios of sound projects and investment sites for the location of these projects on the territories of rural municipalities, as well as the creation (preparation) of the required infrastructure for their implementation—all at the expense of public entities, or, as a better alternative, at the expense of public–private partnerships.
