Economic Models of Public Utilities Development in Rural Areas of the Russian Federation Based on the Principles of the Green Economy

Utilities include the stability and availability of electricity, gas, water, sanitation services, and landscaping spaces. Nowadays, all measures have been created to connect fuel and energy resources on preferential terms (Order No. 512 of the Ministry of Fuel and Energy Complex and Housing and Communal Services of the Krasnodar Territory dated September 26, 2023). The low quality of public services may cause an outflow of residents from rural areas to more developed settlements. This predetermined the relevance of this research because it is necessary to ensure high-quality public services in rural areas to retain residents and increase the population. The authors assessed the quality of public services using data provided by the Federal State Statistics Service of the Russian Federation (Rosstat) on gasification, heat supply, water supply, and sewerage by the end of 2022. The assessment results can be used to improve the quality of public services and increase the quality of life of the population in rural areas. In general, the assessment of public services in rural areas can be an important factor in increasing the attractiveness of these places and increasing the population. Providing high-quality public services will create comfortable conditions for living and working in rural areas, which, in turn, will contribute to the development of the economy in the region. In the Russian Federation, water supply and sewerage in rural areas are among the main directions for rural infrastructure development. The construction of water supply and sewerage systems in rural areas is carried out at the expense of the federal and regional budgets and at the expense of local budgets and private investors. Problems with access to high-quality public services in some regions of the Southern Federal District remain, which requires additional attention and efforts on the part of the authorities.
