Study of Mechanisms of Interaction of Civil Society and Business Structures with Authorities in the Provision of State and Municipal Services Through Multifunctional Centers (MFC) and Online State Services

This research presents the results of a conducted study on the mechanisms of interaction between civil society and business structures with government authorities in the provision of state and municipal services through the branches of multifunctional centers (MFC) and online government services. The research identified current issues faced by citizens and representatives of the business community when dealing with MFCs or interacting with government authorities through online government services. These issues include long waiting times, complex regulations, insufficient qualification of local performers, and others. The conducted analysis made it possible to develop a set of measures to address these issues, including the optimization of regulations for providing state and municipal services, revising the formulas for providing services to the population by MFCs and calculating the number of specialists in them, systemic personnel diagnostics, and enhancing the qualifications of MFCs staff. The obtained results will contribute to further scientific research in this direction within other works by the authors. Representatives of regional ministries of economic development, ministries of digital development and communications, and relevant authorities can use the results of this research to optimize the operation of specialized institutions in their respective regions.
