Analysis and Modeling of the Use of Fixed Assets in the Digital Economy

To address issues related to the food security of the Russian Federation, it is imperative for governmental authorities to foster a favorable investment climate in the agricultural sector to ensure the production of high-quality and accessible food in necessary quantities and focus attention on creating favorable conditions for providing social infrastructure in rural areas. The authorities must prioritize the development of rural territories and enhance the attractiveness of life and work for young professionals in rural areas, fundamentally altering the approach to addressing the livelihood issues of families with children and elderly individuals, including the adequacy, accessibility, and quality of healthcare provision. To solve food security issues, it is necessary to establish the conditions to enhance the attractiveness of investment in agricultural production and socio-economic infrastructure in rural territories. This implies a strategy for their development with sufficient funding and ambitious growth targets across all sectors to ensure the advancement of an export-oriented economy as a food subsystem of the region, namely the Krasnodar Territory, and the Russian Federation as a whole. The establishment of programs to support young specialists working in rural areas should encompass not only doctors and teachers but also agricultural workers (engineers, agronomists, animal breeders, and veterinarians). The appeal of these professions has waned, evidenced by the declining number of applicants to universities amid the growing urban population in the region. Although agriculture demonstrated growth amid the COVID-19 pandemic, it suffered the most from the decline in grain prices and the rise in prices of fertilizers, seeds, and equipment.
