Effectiveness of Public Health Care as a Sustainable Development Factor

摘要

The research focuses on the key aspects of healthcare organization in the world and Russia and considers possible models for assessing the effectiveness of the functioning of healthcare as a system. Evaluating the effectiveness of health care is an internationally debated issue. The World Health Organization uses its own methodology based on integral indicators and expert assessments, which causes controversy among scientists. The same organization has proposed various approaches to studying the effectiveness of health care, depending on the development of public health and the degree of state participation in its financing. The proposed health assessment models are universal, which does not always ensure their reliability and reliability. The authors conclude that it is necessary to form a system of indicators characterizing all aspects of the organization of medical services, their financing, and the results obtained. The direct functioning of public health is aimed at the sustainable development of the country, its regions, and municipalities. Ensuring sustainable development is possible when achieving the key results for which the system functions, namely increasing life expectancy and fertility and reducing mortality. The indicators used to determine the degree of achievement of these goals should reflect the dynamics of approaching them.
