摘要

The article considers the problem of multi-criteria components for the formation of emergency management strategies for potentially hazardous hierarchical objects. Particular attention is paid to the issue of cognitive abilities of a human operator who makes decisions at potentially hazardous facilities. The decision-making process of a cognitive intelligent agent is often accompanied by a lack of information about the situation at the facility. At the same time, the missing information cannot always be compensated for by existing information and measurement systems. Errors in decision-making due to an incorrect assessment of the dynamic situation at a complex man-made facility can lead to accidents. As a result of the research, the cognitive factors (criteria) that are necessary for a human operator when assessing the reliability of data and making management decisions in automated control systems were identified. The developed criteria made it possible to test the operational personnel to determine the level of their training in accordance with the technical requirements for the operation of a complex power system.
