PESTLE Analysis for Public Transportation: A Fuzzy Approach

The public transportation plays an important role in sustaining mobility in cities. It is seen as a backbone of the developing and developed cities. With the changing conditions such as political changes, technological developments, passenger behaviors, etc., directly affect the system. To understand and handle changing conditions, external analysis is applied to the systems. PESTLE analysis is applied as an external analysis with a fuzzy approach for public transportation in this study. The Intuitionistic Fuzzy Set was used for fuzzy AHP to discover the importance level of PESTLE criteria by transportation experts which are political, economical, social, technological, legal, and environmental. Regarding findings the most important criterion is social factor, the second one is technological issues. This study will guide transportation authorities and operators to adapt with respect to changing conditions. Also, the study will shed on lights which external environmental criteria are more important than for both authorities and operators.
