This chapter explores the role of AI in international relations, focusing on its impact on foreign policy, power dynamics, and emerging challenges. Four key aspects are highlighted: AI as a tool for optimizing diplomacy, shaping foreign policy, redistributing global power, and setting new challenges. The problem statement underscores ethical dilemmas and urges urgent international legal regulations to address issues like preventing unequal technological development and establishing ethical AI guidelines. The text highlights the absence of universally accepted norms for AI, emphasizing its potential strengths and threats. Coordination challenges in international policies are acknowledged due to differing priorities. Additionally, the lack of regulations for transparency in AI algorithms poses accountability challenges, emphasizing the need for rules and guidelines in strategic AI development and international collaboration. In conclusion, this chapter stresses the importance of addressing ethical, regulatory, social, and security concerns in AI international context, advocating for global cooperation, ethical principles, and standards for responsible AI development.
