Software development cost assessment has recently drawn a lot of attention from analysts and developed into an operation for the software development industry. The projects that use the software development methodology are currently becoming more diverse. The erroneous estimation that was discovered during software development has been the management behind the current investigation. This investigation's objectives were to describe the state of the art for evaluating efforts and to provide an innovative method. There isn't one approach that, by definition, can be considered the topic of this paper using the approach. To provide a precise set of activities to do, it will be proposed that a combination of techniques be developed and employed. The most often used datasets are ISBSG, COCOMO, Albrecht, and Kemerer. When it comes to real-world software project planning, the optimum cost-estimating model based on fuzzy logic is used. Fuzzy logic is a widely used method of estimate and prediction and is one kind of soft computing.
