The supply chain of vegetables in Distrito Federal, Brazil is complex and presents disconnected relationships between actors: suppliers of agricultural inputs, producers, cooperatives, intermediaries, wholesalers, retailers, governments and society. This chapter aims to structure the problem of integrating the vegetable supply chain in the Distrito Federal, located in the central region of Brazil, in a systematized way. Using a method from Problem Structuring Methods (PSM), it is possible to identify the right problem to address, the objectives, different points of view, alternatives, and options to guide the decision-making in this context. We conducted a study based on a qualitative approach. The data collection was made mainly through interviews and the application of questionnaires. As main results, we can point out the aggregation of data in cognitive maps, which were later validated by the interviewees themselves and unified into a single aggregate map. The analysis of the aggregated map was made based on the parameters determined in the SODA methodology. We found that, in order to integrate, the actors need to develop mechanisms of organization and management so that it is possible to balance the power between their agents and, with this, make the business process more rational, efficient and profitable. It is especially important when the actors apply means of combating losses and waste along the chain, which nowadays reaches 50% of all produced.
