Strategic Approaches to Urban Land and Cultural Legacy: Institutional Insights from Ukrainian Cities

摘要

This study is dedicated to exploring the challenges of cultural heritage preservation within the context of contemporary urbanization trends. The authors examine the impact of rapid urban spatial development on heritage sites, land use transformations, and the primary risks emerging from this process. Various aspects such as construction, development, changes in infrastructure, and other factors potentially affecting the conservation of historical and cultural values are identified. The significant role of legislation and planning in preserving historical and cultural heritage in urban areas is highlighted, particularly the influence of modern requirements and standards on the conservation of historical objects and cultural monuments within urban settings. Strategies that can be implemented to mitigate the risks of losing cultural heritage in the face of urbanization are discussed. The research draws on specific examples of historic sites in Ukraine and considers diverse approaches to heritage preservation in urban contexts. The authors analyze how effective legislation and competent urban planning can facilitate city development while ensuring a balance between progress and the preservation of cultural heritage. The article calls for an awareness of the importance of decisions on this issue for the adoption of urban strategies and legislative norms to ensure sustainable and harmonious development of urban territories.
