Investment Support and Prospects for the Development of the Waste Management Sector in the Economy: Expeence of Ukraine

The main characteristics of the waste management investment system are analyzed as a component of the economic mechanism of environmental management. A general positive trend in capital investments in the waste sector in Ukraine from 1996 to 2020 is noted. It is pointed out that the potential for increasing investments in the specified sphere of environmental infrastructure is not fully utilized. It is established that the increase in investments in the modernization and reconstruction of the waste industry depends on the integration of a complex set of fiscal, credit, and budgetary incentives into the economic mechanism of environmental management for eco-friendly enterprises engaged in waste disposal, sorting, and utilization. It is argued that the most effective form of stimulating investments in waste management is the implementation of such measures within the framework of cluster associations. These associations ensure the coordination of actions among municipal and corporate partners, as well as the household sector, to increase resources and financial flows into the modernization and reconstruction of the household waste utilization sector.
